What are "education leadership" degrees?

At this years commencement, our University graduated something like 40 "Educational Leadership" doctoral students. Yesterday I was talking to my adviser and the graduation had come up and we were talking about it. Another professor had come by and started chatting with us a bit and my adviser asked the other prof "what the hell is an education leadership major?" and he just shrugged and went "I have no idea". I checked out wikipedia and it sounds like made up nonsense.

Who are these people? And are they the ones responsible for ruining our education system? :P
