Let's say we have a charged plastic rod and a neutral metal ball, and a charged metal rod and neutral metal ball, which rod can transfer more charge onto the metal ball? Or metal ball onto the rod (if the rods are positive)

How are you making them interact? Just touching one point of the rod to the ball, in either case, or in some other way?
