Is there any minimum value of cooling water temperature for a particular system?
In our plant cooling water temperature is much below the normal operating range.

Probably, yes. To know what it is, though, you will need to know the details of the system/equipment. I assume the cooling towers are for chillers? The chiller vendor should be able to tell you the minimum allowable tower water temperature.
