Can we say that bad conductors are good absorbersof heat?

Think of an example of something that does not conduct heat. Try, say, an insulator. Do you think it is a good absorber of heat? The heat sinks that one install in computers and electronics, do you think they are made of insulators?

Something that RETAINS heat does not necessary imply something that can absorb heat very efficiently.

A good absorber of EM radiation is usually a good EM radiator as well. Neither has anything at all to do with conduction.
