Constraints on speed of light?

The speed of light is fast but far from instantaneous. What constrains the speed of light to be what it is? e.g. c = f(xi)

In the 1860's Maxwell found that c = \frac 1 {\sqrt {\epsilon_0 \mu_0} }

Where \epsilon_0 is the permitivity and \mu_0 is the permeability of free space.
 
OK, so this has bugged me for a while about the equivalence principle and the black hole information paradox. If black holes "evaporate" via Hawking radiation, then they cannot exist forever. Does he use a reference point like the stars? So, to calculate a proper time of a worldline in SR using an inertial frame is quite easy. But I struggled a bit using a "rotating frame metric" and now I'm not sure whether I'll do it right.
