Does the Earth have a charge? so magnetic field?
Is there a function to its distribution on the Earth surface?
If there's a free charge on the air will it effect by it?

Earth has an electric field, but has no net electric charge. The upper atmosphere is positively charged, but the surface is negatively charged.

Earth does have a magnetic field caused by the iron in the core. This magnetic field helps protect us from a great deal of solar radiation.

what is the strength of this magnetic field? towards the Earth of out " the force"?

The strength varies depending on the distance from the core... the magnetic field will be at its strongest when it’s closest to the core, where the abundance of iron is, and will weaken as your travel away from the core. It’s about 50 times stronger at the core than the surface.
