If someone from the outer space suddenly teleport to the Earth , will it feel the rotation of the earth? will it be disturbed by the fast rotating earth.

It depends on how your teleporter works. Since we don't have a working teleporter or any idea how to build one, we have no idea how it would work. So your question cannot be answered.
 
Post this same question on the "Science Fiction and Fantasy" sub-forum, and you may get comments as to how science fiction might handle such a quandary if teleportation were an actual thing.
