Is it possible to learn relap5 without a teacher ?

for some reason we don't take relap5 at university, 3 only coding we take are c++ MATLAB and MCNP
 
It would help to have guidance of an expert in RELAP5, or at least some basic knowledge of reactor and core design.

There is an expense related to obtaining a copy of RELAP5, as well as restrictions based on export control. One may be able to obtain some information from the IAEA.
