If a completely new volcano was forming, unconnected with other known volcanos,
I would expect signs of it, significant tremors at least, before lava breaks to surface and starts burning animals etc.
 
It's likely just a geothermal phenomenon occurring as the soil is composting, according to the Weather Channel.
