Ozone Formation: Understand the Process with FS

Hi,

I am working on a project that involves molecules of water vapor, hydrocarbon and O2 being broken down by a laser beam (193nm) and ozone being formed as a result of that; and was wondering if anybody could explain the phenemenon to me (even briefly), or point me out to the right direction.
