How do we determine the amount of radiation, EMF, and/or energy emitted from a utility line carry an electric circuit? How do we measure the amount of radiation emitted from the utility line over a time period?

Do you mean in general or to audit for safety or something?

If you're interested in the 'how' then I believe this is the relevant standard, from 1994 anyway. Limits might have changed but I doubt the measurement technique changed much. You'll probably have to pay to get a more recent one. The document below does assume knowledge in the field.
