It looks like you are doing some reading - good! But if you can tell us what you were reading - akin to the concept of a legal citation - the format does not matter. Good questions get good answers.

I haven't read the full paper because your question is still not accurate enough to give a satisfying answer. The minibands emerge from overlapping energy states of the coupling quantum dots. Similar to the bulk material energy bands that emerge from overlapping atomic orbitals. These (mini)bands are describing potential energy states so of course there are potentials. The question is what potential between what states or bands are you asking for?
 
Assume a 5 micron thick quantum dot solid, disposed on a ground plane, and a c-AFM probe tip at a -10 V bias. If the transient field generated as the probe tip comes into contact with the quantum dot solid causes excitons to form, could electron transport explain the generation of transient positive currents into the -10 V biased probe tip, as opposed to expected negative currents flowing out of the probe tip?
