Does it take a certain amount of time for an electromagnet to reach it's full magnetic potential? For example, would a 1 nanosecond pulse of juice be enough to fully magnetize a small lifting electromagnet? Thanks in advance.

A ns pulse would be no where enough time. Quiz Question for you -- why? (Hint -- what is an LC time constant?)
