I do think he's the young man in the color photo.

After a bit of detective work off @Arjan82's Google Maps link, it's art, apparently. There doesn't appear to be an English Wikipedia page, so here's the German Wiki: https://de.wikipedia.org/wiki/Kongresshaus_(Biel). The section titled Kunstwerk describes it.
