Space is expanding equally from all points

Galaxies are moving away from each other contrary to gravity.

However gravity overcomes expansion between nearby galaxies and within the galaxy and the nuclear forces overcome the expansion within matter.

What is the formula to determine what the force is to overcome the expansion

Not all galaxies are moving away from each other and the expansion is sort-of because of gravity.
