I m at loss where I would post this question but is there a way to manipulate a person's dreams etc using waves. You know where this might be going to...

This is actually quite well studied in the mainstream, so look up "transcranial magnetic stimulation".

I'm not quite clear on the limits of your question, but there is also the concept of lucid dreaming:

BACKGROUND: Lucid dreams occur when a person becomes aware that he or she is dreaming while still in the dream state. Previous reports on the use of lucid dreaming in the treatment of nightmares do not contain adequate baseline data, follow-up data, or both. METHODS: A treatment of recurrent nightmares incorporating progressive muscle relaxation, guided imagery, and lucid dream induction is presented for 2 case studies. Three other cases were treated with lucid dream induction alone. The duration of the nightmares ranged from once every few days to once every few months. RESULTS: The procedures were effective in all 5 cases. A 1-year follow-up showed that 4 of the subjects no longer had nightmares and that 1 subject experienced a decrease in the intensity and frequency of her nightmares. CONCLUSIONS: The alleviation of recurrent nightmares in these 5 cases parallels the results reported by other authors who have used training in lucid dreaming to treat nightmares. Our results support the idea that treatments based on lucid dream induction can be of therapeutic value. Based on these and other case studies, it remains unclear whether the principal factor responsible for the alleviation of nightmares is lucidity itself, or the ability to alter some aspect of the dream.

This study examined the lucid dreams of 50 subjects as to whether they are also fully lucid for the following corollaries: 1) people in the dreams are dream characters, 2) dream objects are not real, i.e., actions will not carry over concretely upon awakening, 3) the dreamer does not need to obey waking-life physics to achieve a goal, and 4) memory of the waking world is intact rather than amnestic or fictitious. Many lucid dreams were too brief to evaluate on all corollaries. Only about half of the lengthier accounts were lucid for any particular corollary and less than a quarter were lucidon all four. There was trend for more experienced lucid dreamers to be lucid about more corollaries. A related and reciprocal category of dreams that are lucid in terms of some of these four corollaries, but miss the realization that "I'm dreaming" were also examined. Implications for this persistence of irrational thought within lucid dreams will be discussed.

This is not possible now, nor do we know if such a thing ever will be possible in practice or in principle.
