I don't think Israel was being snubbed - Washington and Pennsylvania weren't mentioned either.

I do think it's incorrect to water down the event to include all terrorism around the world - this was the single greatest specific attack on US soil since Pearl Harbor. What next - IMO -holding future ceremonies at other locations?
