im currently trying to acquaint myself with the current state of knowledge in physics, problem is i can't understand the physics published in journals, now i wanted to know , is it against the rules to ask stuff about the published materials? where do the questions go to, here or homework help?

Asking questions about published materials is definitely OK. I would ask them in whatever forum is relevant to the topic, ie. if you're reading Journal of Physics: Condensed Matter then this is the right forum.
 
So I know that electrons are fundamental, there's no 'material' that makes them up, it's like talking about a colour itself rather than a car or a flower. Now protons and neutrons and quarks and whatever other stuff is there fundamentally, I want someone to kind of teach me these, I have a lot of questions that books might not give the answer in the way I understand.
