Mr Downer confirmed that part of the plan involved having hostage negotiators on standby, but said that did not mean the Government would negotiate with terrorists.

The two Australians being held in Iraq have been identified as Jock Palfreeman and Mustafa al-Mousawi.
Jock Palfreeman and Mustafa al-Mousawi were being held in Iraq due to their alleged involvement in a security incident.
It is reported that Jock Palfreeman has been held captive in Iraq since late 2019, while Mustafa al-Mousawi was detained in early 2020.
The Australian government has been in contact with Iraqi authorities and is working to secure the release of the two Australians. The government has also urged for the due process of law to be followed.
As of now, Jock Palfreeman and Mustafa al-Mousawi are still being held in Iraq. There have been ongoing efforts to secure their release, but their current status remains unclear.
