I usually don't try to find those. Typically it's just summaries of stuff the same person published elsewhere, so you could just try looking at contemporary papers by the same guy. A cursory search found http://www.dtic.mil/cgi-bin/GetTRDoc?AD=ADA382486&Location=U2&doc=GetTRDoc.pdf", for instance.
