(Even my answer intended to only express my extreme liberal opinion that people should be allowed to do whatever they want to do as long as it doesn't harm others, already breaches the rules.)

Yes, it's a change of velocity vector (magnitude or direction) in time. So it's acceleration. Like in centripetal acceleration. That's why Newton's 1st law specifies that in the absence of an unbalanced force a mass will continue moving >in a straight line<.

An object moving due North (that's a vector) has zero East-West velocity (also a vector). By turning the wheel the object's East-West velocity rises from zero. That's a vector acceleration.
