Yes, it's a change of velocity vector (magnitude or direction) in time. So it's acceleration. Like in centripetal acceleration. That's why Newton's 1st law specifies that in the absence of an unbalanced force a mass will continue moving >in a straight line<.

An object moving due North (that's a vector) has zero East-West velocity (also a vector). By turning the wheel the object's East-West velocity rises from zero. That's a vector acceleration.
