This paper; https://arxiv.org/abs/1702.03301, A VLA Search for Radio Signals from M31 and M33, discusses the results [null] of a VLA search for narrow band radio emissions from the Andromeda and Triangulum galaxies. The focus was on narrow band signals because these are the only radio signals that would be powerful enough to have a significant signal to noise ratio, rendering them useful for long distance communications. This raises an obvious question. Since SETI has largely been focused on radio band surveys without success, could we be missing something obvious? Perhaps ET realized long ago that radio was too inefficient and energy intensive to be practical for long range communication, what are the other options? Perhaps neutrinos would be appealing. They have incredible range and laugh at conditions like EM interference that effectively wash out radio waves. Just because we have crappy neutrino detection capability does not mean ET suffers the same limitation.

How to encode information in neutrinos though?

OK the link explains that, but still you would need to know the encoding first to detect that a signal is present.
 
The are neutrino frequencies that would stand out as unnatural and serve as a clue they are of intelligent origin. Of course ET may elect not to use such frequencies if drawing attention to the signal source was undesired. I doubt paranoia is exclusively anthropic.
