If the track is completely frictionless, why would the below cart (even with the fixed vane) stop accelerating at ##v_x = 0.36w##?
The incoming relative flow
w' would be ~20° clockwise from the x-axis, blowing right onto the vane, creating a force
F roughly as shown, which only needs to have some non-zero component in the direction of
v for acceleration.
