One is originally French's while the other is English's adapted term. Both have the same meaning in general. In "technology", you will use "techniques", but in techniques, there is no "technology" for you to use or you are not a native speaker, well, I am not either.
 
In English, they certainly do not mean the same thing.

Technology is, broadly speaking, the application of science.

A technique is a systematic procedure by which a task is accomplished.


One wit once stated that "technology is science which doesn't work yet".
