Why? They are not that expensive and if you look around you can probably find used ones that have a lot of life left at low cost. I'd be surprised if you can shave much off the cost by attempting to assemble panels yourself.

I'm not really sure what your need is, but I think most people are far better of buying pre made panes. If you can find other people in your area who want some maybe you can combining your orders in order to buy in bulk and save some money. Or you can try used ones like the poster above suggested. As for making your own inexpensive panels I've never done it, but I know one person on YouTube who talks about it. Here is the first in a six part serious of videos giving instructions on the subject.

I'm sure you could find a lot more of such content if you looked for it.
