F# is a functional programming language that is fundamentally different from Fortran, which is primarily imperative and procedural. F# is based on OCaml and emphasizes functional programming paradigms, while Fortran is known for its numerical and scientific computing capabilities. The two languages serve different purposes and target different programming needs, making F# not comparable to Fortran in terms of design or application.

Is F# fortran for .NET? My roommate seems to be under the impression that it is something like that. But I can't find any clear info on it's relation to Fortran.

I've tried to intuit public key encryption but never quite managed.

Is this how PKE works?
No, it cant be. In the above case, the requester knows the target's "secret" key - because they have his ID, and therefore knows his birthdate.
