Which Institutes Evaluate Fundamental Physics Articles in Relativity?

There is an article in the field of relativity (not homework) that need evaluation, please advise institutes that might do that??

Articles are normally sent to journals for publication, where referees evaluate them. If they are crackpot nonsense, that's what the evaluation will say.
