Why Does the Team That Pushes Harder Against the Ground Win in Tug-of-War?

1. The following statement is true. Explain it. Two teams are having a tug-of-war; the team that pushes harder (horizontally) against the ground wins.
why is this? I am lost

I multiplied the values first without the error limit. Got 19.38. rounded it off to 2 significant figures since the given data has 2 significant figures. So = 19. For error I used the above formula.
