Devious isn't it. Reuters knows many people only read the headlines.
The headline suggests the Israeli's commandeered a UN ambulance.

They've missed out a colon is all, i.e. Israel: gunmen used...

Of course you can theorize that the missing colon is part of a gigantic consipracy of some sort, or you could put down to a mistake/laziness.
