how do i measure the current flow threw the neutral wire if phase R is open circuited? the impedance per load is 3+7j

Measure current using a clamp on ammeter or a current transformer +ammeter.

If you wish to calculate the current, calculate the current in each phase and add them. The currents have to be calculated and added using vectors. Since this is a three phase circuit the currents in the three phases will be 120 degrees apart.
