Will there be a forum directed specifically towards packages like LaTeX, Mathematica, Maple or MATLAB?

Anyway,

Does anyone know where I can download the package that uses .jpg in LaTeX or what the name of it is?

Most of that falls under the engineering and math forums. It takes quite a bit to get the Admins to add a forum.
