Would an acceptable inequality be {S: 39 < S < 46} ?

Well, if it's 39 to 46, not inclusive, you're right.

If it is inclusive, you'd have to change the "<" sign to "< (or equal to)."
 
In LaTex that would be "change the '<' sign to '\le'.
