Apparently is it the ''exchange charge'' according to a paper I have been reading. Is this even consistent this equation?

No that is not consistent. In base SI units, charge is give in amp-seconds and the other side of your equation would be kilograms per second.
 
I got infracted for this... apparently this thread wasn't descriptive! LOL

I really don't know how more realistically descriptive it could have been.

The title of your thread could mean many different things.
