Andy Brice posts regularly on the www.joelonsoftware.com forum business of software - this is being discussed over there now.
Of course a piece of software that does nothing could be described as the only prfectly bug free program ever!
 
These awards are just a way to generate traffic to awarding sites via the award link, posted on the awarded site. Same goes for site awards.
