Creating a Waving Flag Animation: Software and Techniques

I just need to know HOW to make a flag wave (like its waving in the wind) and second I need to know WHAT program I need it for. Thank you

I think you're going to have to be a little more specific. Are you modeling it in a 3D simulator?

I would imagine, if you get the right s/w, they have plugins that will take care of the whole waving logic for you.
