We have a netural balloon and the question wants to know what it's charge is after 19000 electrons have been removed. Wouldn't the charge remain the same since the object wasn't charged in the first place?

Neutral means no. of positive charge=no.of negative charge

So when we remove some negative charge there is disbalance of charges. here it results in

no of positive charge greater than negative charge
 
Ahhh ok, i was just lookin through my physics book and prtty much came to the same conclusion, thanks a bunch.
 
Kindly see the attached pdf. My attempt to solve it, is in it. I'm wondering if my solution is right. I can't figure out how to find the velocity of the particle at 37 degrees. Basically the bead moves with velocity towards right let's call it v1. The particle moves with some velocity v2.
