Why not the newest one? What argument would you have for buying an out-dated version?
 
A more sensible question would be whether to purchase Adobe Flash or Adobe Flex. If you go with Flash naturally go with the latest version: CS3.

Flash and Flex both enable you to build flash movies, Flash is more powerful and complex, Flex is the simpler, more straightforward alternative.
