As I have read, the effective Lagrangian are non local sometimes, does that mean they break causlaity ? Are they non local because the heavy particles ( propagators) are integrated out?

Hi all, I know that inflation solves shortcomings of Standard big bang cosmology, but doesn't intoducing inflation puts us in another puzzle , what is the mechanism which is responsible for inflation? I mean what is the more puzzling our universe with inflation or without it?
