Browser Won't Open: Solutions to Fix

so I was browsing though PF, when I noticed that If I clicked, or right clicked, the page would refresh (very slowly). now, when I try to open ANY browser, it doesn't open...(this was on my laptop, I'm on my desktop PC now)
