To me, it sounds like the 4.0 s includes the fall from the cliff, [seemingly] making this a lot harder than the problems I've done before. I don't really know what to do beyond getting the speed of sound.
v = 332 + 0.60T_c
= 332 + 0.60(18)
= 343 m/s
