By "Concentric Ferris wheel" I believe you mean a ferris wheel where the arrangement of the seats form 2 or more concentric circles.
It is certainly possible to design such a thing. But there would be issues: passenger loading and unloading would; which passengers get the inside ring that requires climbing stairs or using an elevator to get to it and then doesn't give a full ride to the top.
