Hi, are there any colleges that offer rigorous programs for both MIS and Artificial Intelligence degrees?

No. In fact, at many places those are not just in different departments but are in different schools.
 
What is MIS?
 
Probably Management Information Systems. Those programs are usually in a university's business school, rather than with the science and math departments.
