You must be using the wrong term. Materials have properties like thermal conductivity. Heat flux is not a property of a specific material.

Heat flux depends on temperature difference and the thermal conductivity of the two materials (say metal and air), and the shape of the surface (such as rough or smooth). Also factors such as motion of the air can change the flux (have you heard of the term "wind chill temperature" ?) There may be even more factors.

The most important of those factors is temperature difference. If that difference is zero, then there is zero heat flux no matter what the materials.

Perhaps your confusion is about the definition of heat flux. What do you think heat flux means?
