I had the following thought yesterday: Isn't it a bit embarrassing that the Klingons and Romulans had a cloak technology and we did not even though we have already achieved some basic results in this direction by now?

The Federation agreed not to develop the technology under the Treaty of Algeron. Exactly what they got in return is not clear, except for dramatic tension.
